Tom Quinn joined Van Scoyoc Associates in 2006 after serving as the Legislative Director and Appropriations Associate to a senior member of the House Appropriations Committee. In his current role, Tom advises leaders of public and private universities, corporations, innovation focused organizations, defense contractors, and large research coalitions on successful federal strategies. His practice area includes science and innovation, defense, homeland security, economic development, and energy programs.
Tom has built his practice by working to bridge the gap between clients and the federal government by assisting organizations navigate the complicated legislative and budgetary processes. He learned the appropriations process from the inside, while working for Congressman Peter J. Visclosky (D-IN-01), the current Ranking Democratic Member of the House Appropriations Defense Subcommittee. In that role, Tom oversaw many appropriations matters, provided policy advice, secured federal funding and built successful public-private partnerships from diverse entities to further economic development initiatives. Some of those initiatives in the state of Indiana are still active today, including the expansion of the Gary/Chicago Airport and the South Shore Railroad and the construction and early development of the Purdue Technology Center and Research Park of Northwest Indiana.
A native of Oradell, New Jersey, Tom was educated in the Jesuit tradition at the College of the Holy Cross, where he earned his Bachelor of Arts in Political Science with a concentration in Middle Eastern studies.
